Meta tag for Compatability View - I am at a loss...

I feel a little stupid on this one. I have entered the meta tag in the HTML Head Content in the programmers pane for the page the outline is on, but no variation will work to get this outline working without clicking on the browser's compatability view option.

The outline is of course being displayed on a page which is being displayed in a frame.

What am I missing?
